Balance - Requiem Mass 4 Mark Wayne Duggan is a film documenting the response of individuals from the UK’s Black Community in Tottenham, to the killing by the Police of another black man. 294 people, over the last ten years have lost their lives whilst in the custody of the Police. In Tottenham the name Mark Duggan is added to the names of Roger Sylvester, Cynthia Jarrett and Joy Gardner. Black communities across the length and breath of the UK have all experienced the pain of loosing a much loved member: killed by the hands of the Police. Death, whilst in the custody of the state, is one of the most pressing challenges facing the Black population in Britain today.
Up to the time of Mr. Duggan’s killing the Black Community’s response has been sporadic with ineffective protest and condemnation of the authorities. The outrage that consumed the cities following Mr. Dugan’s death, was not only a clear statement of enough is enough, but a demonstration of the resolve to confront state violence with community violence. It is in the interest of the commonwealth and Black people in particular that further violence be averted. Balance by drawing together and presenting the views of ordinary people seeks to bring an element of truth and common sense to the discourse and clamour for Police Reform. The individuals whose voices have contributed to the making of this film were approached at the location at which they appear in the film and invited to give their comment. No previous interaction on the subject of the film had taken place between the film makers and contributors. The proposition for Police Reform and other proposals put forward by the film reflects the thinking of the film makers and not that of the individuals appearing in the film.
